I was in Wal-Mart over the weekend and found some sets of figures made by New-Ray. They are the Wild Hunting play sets and they come in five assorted styles.
Fishing

Duck Hunting

Turkey and Pheasant hunting

Deer Hunting 
Big Game Hunting

There is no scale marked any where on the packaging and I am unable to find the product on the New Ray web site. http://www.new-ray.com/
But they should fit in just fine with your railroads trains, buildings, and vehicles as long as you are not modeling 1/20 scale or larger.
The sets come with four human figures, three dogs, and some kind of outdoor vehicle like an ATV or boat, and anywhere from two to eight animals depending on their size.
If you were to get all five sets you would easily populate your layout with out breaking the bank. The only draw back I can see that someone may have is that they are all male figures in hunting outfits and gear. But dont let that turn you off from buying a set of these figures. The guns and bows can be cut out of their hands and with the right type of paints they can be painted as well. Some of the figures have arms that are not molded on to the body and could be removed and glued to a new position to suit your needs. As for changing the gender of the figures you are on your own there.
I was surprised to see the level of detail that these little plastic ATVs have. The little four-wheeled pickup truck like vehicle has a tailgate that opens and a bed that dumps.

The animals are painted up nicely and look real good. Most layouts have their share of farm animals so it is nice to have a selection of some wild ones that live in the woods and wetlands.
Here are some seated figures. From left to right. Aristo-Craft engineer next to two of the seated figures from the hunting sets next to two USA Trains figures.

Each set has a seated figure and looks good sitting behind the wheel of a 1/24 scale automobile. Here are two hunters sitting in a 1/24 scale car. 
The seated figure in the ATV is the same one that is in the passenger seat of the car. Also in this shot are a few turkeys and a pheasant as well as the dogs that are in three different poses. The die-cast Pick up truck is 1/24 scale and is made by Sunnyside.

The big figure on the left is from Elita Modelle 1/22 scale. The guy with the wheelbarrow is from Life-Like and next to that one are two of the standing hunters. To the right of them are two LEMAX figures. 
The cow is the only figure in this shot that is not from the hunting series, the cow by the way is from Ertl.

If you do go hunting for these sets you may want to arm yourself with the barcode number, it is 9357776003 and all five sets have the same number. I have only been lucky at finding these at half the Wal-Mart stores that I have been to. I also have not found them by the rest of the figures but by the puzzles and kids CDs/DVDs. Happy hunting.
