    Bill, If you use Quick create vinyl, which works great. Add vinyl crack filler (in the bottle to your mix.It will make the cement more freindly to spred without making it runny plus waterproofing at the same time.I have two buildings with pea gravel stone walls,been out there two years and still look great.     How about this?

    First, use cheap silicone to glue the stones to your foam board or better yet wood.

    Then after it has set up use some mortar mix or quick dry cement to fill in between the stones. That will not only look real but be real and it should stand up for a long time. I guess you could even use tub grout and some of the color tints to get just the look you want.

    Last, put a coat of grout sealer over it so it does not get too stained from out great Michigan weather...

    One more thing. You can use a rubber backed grout blade to put the cement or grout over the stones. Just slop on the goo and use the tool to push the cement between the stones. Rinse of the rubber and go over the whole thing until you get the texture you want. The more water used the more cement will come off but also become very smoothhhhh.....

    Bill, Look for Quikrete's Vinyl Patching Cement at your local building supply center. They should have it in yellow colored buckets in a small quantity. It's a very fine textured vinyl base patching cement with additives that make it very sticky, but easily modeled for about 30 minutes before it sets up. Cleans up with water, and yet is waterproof when cured. It will also stick to the styrofoam base you're using. Give it a try...
